It's for offside but I had the sound down and couldn't tell if the guy offside actually went near the ball.

He didn’t.
Veltmans foot was offside but he didn’t attempt to get on the end of the cross and didn’t block any of the Apoel defenders either.
VAR just missed what looked a clear red card for a tackle on the Ajax left back too.

Just watched the replay again and he doesn't go near the ball. Pretty horrendous decision. That tackle was a shocker as well.
